Since August 2007, all dwellings in the UK have started to fall under new legislation for house sales. Any home that is sold in the UK now requires a Home Information Pack. This pack is commissioned by the seller and contains a number of documents with the aim of providing more information to a prospective buyer and ideally reduces the chance of a sale falling through.

Most of these documents were previously required at some stage of the conveyance process, only they were usually provided by the buyer’s solicitor later on.


The only new component in the House-selling process caused by the introduction of HIPs is the Energy Performance Certificate. This is a report indicating how efficiently your home uses energy. It is compiled from a series of measurements which include:

  • Size and age of the property
  • Materials and method of construction
  • Heating system
  • Roof and Wall Insulation
  • Water heating system and storage
  • Double Glazing


The measurements result in an energy rating on a scale A-G and 1-100, indicating your Carbon Footprint and how CO2 efficient your home is. Estimates are made of how much the house costs to heat currently and what savings can be made if you follow the reports recommendations to reduce the environmental impact of the property.

While currently part of the controversial HIP, the EPC is actually required by European Law so will continue to be mandatory for all homes even if HIP’s are altered or abolished in the future.

Of course, taking steps to reduce your environmental impact and energy costs is not just for people selling their home, although they are the only properties that require this by law. You may want to explore how you can make your home more environmentally friendly and cheaper to run even if you have no plans to move.

For properties under construction which are marketed off-plan, it is necessary for a preliminary indication of Energy Efficiency to be provided called a Predictive Energy Assessment. This is upgraded to a full Energy Performance Certificate once construction is complete.
